2025-03-04 PROPOSAL FOR QRDI – QATAR MUSEUMS RFP*:
"MONITOR AND PREDICT VISITOR FLOW IN AN OPEN AIR ENVIRONMENT".

*Current RFP here. (PDF snapshot of my filled-in version here.)

INTRODUCTION

Converting a technically very-challenging and costly computer-vision formulation into a much simpler, more reliable, lower cost, and community-inclusive mobile app + social engineering + statistics one.

I am aware that the RFP is for a CCTV-based solution. Nevertheless, because what I propose I believe to have so many advantages, I wanted to at least share for your consideration.

During my decades of work building interactive museum exhibits and high-tech dancing artworks, I have experienced first-hand the challenges both of outdoor-in-the-elements hardware installation, and of realtime computer-based image capture and analysis in less-than-ideal visual conditions. Both have a cost and complexity not to be underestimated.

I trust that the challenges and cost of installing and maintaining electronics — cameras, networking, etc. — year-round outdoors, with the humidity/rain, temperature swings, sand and dust, etc. is clear. What may be less clear is the difficulty of performing reliable computer imaging tasks in uncontrolled/changing visual environments. The current situation — with changing lighting conditions throughout the day/night/seasons, vastly differing distances of visitors from the camera lens, and large swings in crowd density, not even considering the dust mentioned by client — makes the situation "frighteningly" complex...

THE CONCEPT

A creatively-promoted, opt-in mobile phone app, combined with multi-factor, experimentally-calibrated, statistics algorithms — converting visitor opt-in percentages to actual visitor attendance.

TECHNICAL/FUNCTIONAL OVERVIEW

  • Opt-in mobile phone app which GPS-tracks visitor locations real-time. Depending on visitor preference, app can either send fully anonymized data, or user-identifiable data to allow for such things as custom post-visit email containing visitor-museum-trail-exhibit-specific information of interest, entering visitor into a lottery (or every-N-ticket-sale gift) of free individual/family museum pass, etc.
  • Statistics algorithm that converts incoming GPS data (from the subset of visitors that opt into app), to actual visitor count. For example, it might be determined that for each opt-in app user, one can expect 4 times that number of actual visitors. The connection between opt-in count to visitor count would be tuned, tweaked, and enhanced by comparing incoming app GPS head count with actual visitor count as recorded by human counters (potentially aided by live video) during "calibration" events.
  • Backend server that receives incoming mobile phone GPS data in realtime, aggregating and segmenting same. The more segments available — based on how many visitor and environmental details the museum wishes to track, and how much data visitors are willing to supply — the more accurate the statistical conversion of incoming GPS data to actual head count will be. Examples include tracking such things as:
    • Time of day and season.
    • Weather.
    • What exhibit visitor is at, including whether inside or outside.
    • How visitor discovered app's existence.
    • If visitor agrees: Their age, interests, gender, nationality, etc.

(Note: The time when statistic prediction is likely to be least accurate is when the number of visitors is low — a time when accurate tracking is least important.)

  • App promotion campaign, which could include elements:
    • At Qatar airport.
    • On radio/tv.
    • On signs at exhibits themselves.
    • On museum brochures and/or tickets themselves.
  • As many "dashboards" as desired (heatmaps etc.).

BENEFITS

  • Overall, significant simplification of required hardware and software, as well as employing, in most cases, well established technologies that could be provided, maintained, and enhanced by many parties.
  • Significant up-front development cost reduction. And dramatic cost reduction in ongoing maintenance — no array of outdoor networked CCTV cameras needing periodic service and replacement at all, just indoor backend server. All onsite hardware, and network connectivity, provided by visitors themselves.
  • Accuracy rates that, to this author, seem likely to meet or exceed those possible/practical using CCTV-based methods.
  • Scaling cost essentially 0.
  • Ability to get a core system in place relatively quickly, and then enhance over time if and as needed, desired, and possible within budget constraints.
  • Privacy of visitors, both real and perceived, much simpler. In other words, rather than a complex process to remove recognizable images from captured CCTV data, standard methods for anonymizing mobile phone data collection may be employed. This not only addresses the actual problem of privacy, but also the perceived one. In other words, if visitors see cameras everywhere photographing them, even if images properly handled, one also has to convince visitors of that fact (or hide the cameras, which introduces its own set of problems, both practical and public-relations-wise).

BONUSES

  • For visitors wishing an enhanced experience:
    • Exhibit recommendations and enhanced exhibit information.
    • Personalized maps.
    • Direct feedback opportunities.
  • Once the core infrastructure is in place (mobile app, backend server with database), enhancing the accuracy and depth of the correlation algorithms between collected app data and predicted actual visitor count should be straightforward. Enhancing how the app is promoted will similarly likely be straightforward.
In consequence, there will be wonderful opportunities for local university students to contribute, and in so doing create connections, community, and unique real-world learning opportunities.
    Examples include:
    • Marketing and social science majors contribute to app promotion campaigns & offerings.
    • Statistics majors enhance the algorithm segmentation and prediction for improved accuracy.
    • Computer science/engineering majors enhance the functionality of the mobile app.

QUALIFICATIONS, MY POTENTIAL ROLE, AND TIMELINE/BUDGET

QUALIFICATIONS

As previously noted in the online RFP form:

ROLE

  • I would be delighted to contribute via remote consulting in terms of offering ideas, potentially contributing actual software elements and algorithms, etc.
  • I do not imagine providing a total solution package, however what I propose is technically simple enough that many 3rd party firms would be competent to provide the elements I would not.
  • I would recommend Qatar-local persons/organizations for this, and would be happy to write up the set of needed skills.

TIMELINE/BUDGET

Because I would not be the primary implementer, I do not want to pre-suppose an exact timeline and budget. That said:

  • What is proposed is dramatically simpler than a CCTV-based solution, requiring no onsite hardware, just a backend server.
  • Similarly on the software side, for beginning core functionality, it requires simply a mobile phone app with modest set of features, along with backend server functionality to process incoming data, statistically predict visitor flow/counts therefrom, and provide museum staff with dashboard to show heatmaps etc.
  • So I certainly expect it could be done within the timeline and budget suggested in the RFP document.

A: ADDITIONAL FLOW-MONITORING TECHNOLOGIES UNRELATED TO MY PROPOSAL

Just thought reader might find of interest. Includes discussion of "Tomographic Motion Detection" (TMD) — Research Summary PDF.

B: IMPORTANT PROPOSAL-RELATED IDEAS ADDED AFTER MARCH 4TH SUBMISSION DEADLINE:

  1. [2025-03-06] Give (say) 5% ticketing discount for installing and using app!
    This will:
    • Dramatically increase visitor app usage.
    • Give system an exact percentage of app users vs. ticketed visitors. (Or at least those that claim they will use vs. ticket sales.)
    • Will likely dramatically reduce the effort needed for app promotion.

(I realize this will not apply to no-ticket persons who visit outdoor artworks, but regardless, is an enormous improvement over not doing in terms of statistical visitor flow/count prediction accuracy.)

C: UNRELATED TO CURRENT PROPOSAL, BUT HIGHLY RELEVANT TO OFFERING UNIQUE EXPERIENCES OF QATAR THROUGH BOTH TIME AND SPACE
